I am working on a "sandbox" page, trying to test out the features offered by PageLime. So, I set up a repeating region. Works fine and I am able to clone it to add other regions with the same style. And, I can delete the subsequent repeating regions using the "-" button. However, this has no effect on the original repeating region. I gather this is by design so the user can't delete it and screw up the layout. I assumed that I could just go into the HTML code and delete it, but this doesn't seem to work. The region "magically" returns even after the code is deleted. Isn't there some way to delete the first repeating region?

There is unfortunately no way to delete the first repeating region. This is so a client doesn't clear all of them out, and then has nothing to work off of.
We recognize that this is a scenario that isn't optimal, but for those cases where there is "one or none" we're working out a different approach that's in development. We're going to add the ability to have "content templates", so little blocks of content that you can insert into any editable region that are predefined by the administrator. This content will be added through the WYSIWYG.
So - look and feel is preserved, but you still have the complete freedom in the editing experience.
In the future, we're going to have more of a "page composer" role along with a page editor. The page composer will be a permission that allows users to "drag and drop" content regions, widgets, and predefined templates into panel areas on a page.
At least - that's the vision and the prototype :)
Hope that helps explain things.

That's disappointing. It's too bad you can't just "dim" the functionality of the "-" button on the initial repeating region, but still enable the person "in charge" to delete that section of the HTML code. I guess I'll just have to be cautious in using repeating regions in my setup, particularly if they're in the body of the text.
I await your solution. Thanks.
